How does the test actually work?
Your browser records a timestamp every time the mouse button closes its switch. We take the count over the window and divide by the window length. That is the whole method, and its simplicity is the reason the numbers get strange.

The window length matters more than people expect. A one-second test rewards a short burst you could never hold. A sixty-second test measures endurance and cramp resistance rather than speed. Five seconds is long enough that a lucky twitch does not dominate and short enough that you are still going flat out at the end, which is why it is the common default.
