They measure a chain, and you are only part of it. A browser reflex test times the whole route from a pixel changing to a switch closing, which includes your monitor, your mouse, your browser and your biology, in that order and all mixed together.
Nobody can hand you the biology on its own. Knowing that is what makes these numbers useful rather than misleading.

The two kinds of test
Latency tests ask how quickly you can respond to something once. The Reaction Time Test is the pure version: a colour changes, you click, we time the gap. The number is dominated by the biological chain of retina, brain and arm, and the interesting part is that most of it is the arm.

Rate tests ask how many times you can do something per second. The Click Speed Test is the pure version. Here the limit is not reaction at all; it is how fast a finger can cycle a switch. That is why a good reaction time does not predict a good click speed, and vice versa. People are frequently surprised by this.
The Mic Test and Sound Test are a third thing entirely: hardware checks rather than measurements of you. They are on this hub because they belong to the same "does it work, right now, in five seconds" family, not because they score anything.
What your equipment contributes
More than most people assume, and it is invisible in the result.
Your monitor. A display has its own input lag between receiving a frame and showing it. This can be a few milliseconds or several tens of them, and it lands entirely inside your reaction score.
Your mouse. Wireless adds a small transmission delay. More importantly, switch travel and actuation force set a hard physical ceiling on how fast a button can cycle, which is a large part of a click-speed score.
Your browser and machine. A tab competing with thirty others, a background process, or a page still settling can all add delay before the event is timestamped.
None of this is a reason to distrust the tests. It is a reason to distrust comparisons across setups. Your score on your gear, tracked over time, is genuinely informative. Your score against a stranger's is partly a comparison of monitors.

How to get a number worth having
Run it several times and take the middle, not your best. A single result is mostly noise, and your best result is by definition the luckiest one.
Watch for the tell that you are guessing rather than reacting. Verified laboratory reaction times bottom out around 100 to 120 ms, so anything under about 100 ms on a browser test means you anticipated the signal and moved early. Our reaction test discards those rather than counting them, because a flattering number that is not real is worth nothing.
Keep conditions steady if you want to track yourself. Same mouse, same machine, roughly the same time of day. Reaction time varies measurably across the day, and tiredness is one of the biggest single effects on it.

Why is my score different on different devices?
Because the test measures your equipment as well as you. Monitor input lag, wireless mouse delay, switch actuation force and whatever your browser is doing all sit inside the number, and none of them can be separated out. Only compare scores taken on the same setup.
Does a good reaction time mean a good click speed?
No, and they are barely related. Reaction time is dominated by the signal chain from eye to brain to hand, while click speed is limited by how fast one finger can cycle a mouse switch. People routinely score well on one and ordinarily on the other.
What is a normal result on these tests?
Simple visual reaction time averages about 250 ms in healthy young adults, with most people between 190 and 300 ms. Ordinary click speed is roughly 6 to 7 clicks per second, with practised gamers reaching about 15.
How many times should I run a test?
At least five, and read the middle result rather than the best one. A single run is dominated by noise, and your fastest attempt is the one where luck helped most, so it is the least representative number you have.
Are the Mic Test and Sound Test reflex tests?
